A jogging stroller needs to drive well. It must be steady and not topple easily on the left to right axis but you must also be able to easily tilt back slightly to lift the front wheel off the ground for swivel turning.
In general jogging strollers with a fixed front wheel will perform better at high speeds whereas strollers with a swivel front wheel will be better at slower speeds. If you are a serious running and want a dedicated jogging stroller and will have another stroller for everyday use then you’ll probably want a fixed wheel design. If you only intend to have 1 stroller or if you intend to use your stroller around town as well as for jogging then you will be best suited to a swivel front wheel design. Most swivel wheel designs can be locked into a fixed position but performance is different.
Again depending on the speeds you are likely to run at and the terrain you are running in you mind want to consider a jogging stroller with a braking system. On steep hills gravity can pull your jogging stroller away from you and a brake will keep it under control.
What kind of car do you drive? Does it have a have a large trunk? And how about at home do you have the space to store a clunky stroller or would you prefer something that disappeared from site when not in use. The best jogging stroller will be easy to fold up and down, be easy to lift in and out of your car and not take up a huge ammount of space.

However, the extra weight mostly comes from the large wheels which in my opinion are totally worth it because large wheels make it easier to push and to overcome obstacles.
